James L. Parker, 80 of Effingham, passed away Friday morning at Effingham Rehabilitation and Health Care Center.

James was born April 22, 1934 in Charleston, the son of Wendal A. and Jenny Marie (Neese) Parker. He was a member of the Effingham American Legion and served with the United States Army from 1956 to 1958.
