Francis E. Mulvaney, 78 of Effingham, passed away Sunday, April 19, 2026 at St. John's Hospital in Springfield.

No public services will be held at this time. Burial will take place at a later date.

Francis was born November 23, 1947 in Salem, the son of Ralph and Wanda (Miselbrook) Mulvaney. He married Mary Lou Miller on April 30, 1994 and she survives. Francis is also survived by his step-son, Nathan Navel, step-daughter, Wendy Carrerea, and grandson, Brandon Wolf. 

Francis was preceded in death by his parents; sister, Shirley Curry and brother, Darrell Mulvaney.
